Cayman AML Compliance Rules: New Requirements for Independent External Reviews

The Cayman Islands Monetary Authority (CIMA) has introduced significant new AML, sanctions and compliance programme requirements that take effect on 18 September 2026.
While the new rules cover governance, risk assessments, sanctions screening, training and compliance monitoring, one requirement stands out for many regulated entities: the independent external AML reviews are now effectively mandatory.
Independent External Reviews Now Required
Under the new rules, financial services providers must establish independent audit procedures to assess the adequacy and effectiveness of their AML/CFT/CPF compliance programmes. Critically, while internally organized audits remain permissible, they cannot be used for more than two consecutive audit cycles. Following two internal reviews, the next audit must be performed by an external independent service provider.
For many Cayman regulated entities, this means that an external AML compliance review will be required at least once every three years, even where an established internal audit function exists.
A Greater Focus on Effectiveness
This is a significant shift and will also have effect on Mutual and Private Funds. The focus is no longer simply on having AML policies and procedures in place. Firms must now be able to demonstrate that their compliance framework is operating effectively, that controls are being independently tested, and that weaknesses are identified and remediated in a timely manner.

Ahead of the 18 September implementation date, regulated entities should evaluate their existing compliance programmes, assess audit readiness and plan for upcoming independent reviews.
